The earliest residents of Clark County were forerunners of the Northern Shoshoni. They primarily hunted large wildlife and collected wild foods. These people made their homes out of natural rock outcroppings and caves, where they also butchered and stored their meat. Additionally, the Nez Perce Tribe traveled through this general region on their way to Montana, where they hunted buffalo.

Early explorers and trappers were active in the region in the early 1800s. Lieutenant Mullen crossed the Medicine Lodge Canyon on his way to Fort Hall in 1853 from Montana into Idaho. The same road that the Nez Perce historically took became a popular route for travelers heading to and from the Montana gold fields, into Idaho, and then even further south to Salt Lake City, Utah. Both Birch Creek Pass and Monida Pass saw a lot of traffic. The primary route between Idaho and Montana today runs north and south across Monida Pass.
